Considering the less than stellar chapters that came before it, that Mockingjay part 2 is the best of the Hunger Games series must be taken with a grain of salt. It is the most sharply written, exciting, and emotionally effective entry, yet that doesn't mean it excels in any of those areas, just that it's slightly better at it than any of its predecessors. Lawrence is a movie star through and through, and the supporting cast is an embarrassment of riches with Harrelson, Seymour Hoffman, Moore and Sutherland all contributing. There is even a decent amount of tension, particularly in an extended underground tunnel sequence, which has my vote for best moment of the entire franchise. Yet what has always been this franchise's biggest problem is that it isn't really about anything. It's a rather bland love triangle disguised as an action franchise and elevated to an epic scale. A decent conclusion and a high note for the series, but that really isn't saying much.
